PROJECT BACKGROUND:
Under the Project Partnership Agreement (PPA) UNHCR and MoRR cooperation arrangements in 2021 to provide humanitarian assistance and access to services to Afghan returnees in areas of return, conflict-induced IDPs in places of displacement, and support to refugees and asylum seekers, in line with the DRSWG framework and its Action Plan as well as other relevant national policies, and the Government of Afghanistan’s international legal obligations. The project further enhances the mutual cooperation between the two entities to achieve protection outcomes and concrete results that will promote the rights of persons of concern to UNHCR and affected communities, without discrimination.
PURPOSE:
Manages the administrative tasks of minister within the ministry as well as coordinate of calendars, scheduling meetings, and acting as a liaison between minister and employees. Also, the senior executive specialist will work with the minister and relevant departments under the contract of UNHCR aiming to provide comprehensive support and facilitation during the development of strategic planning process in the loop with the IDP and reintegration priority and DRSWG that extends the service delivery and increasing socio-economic status to internally displaced people.
OBJECTIVES AND DUTIES
Develop monthly, quarterly and annual work plan according to the project and ministry’s goals.
Assist in managing the flow of information to the Minister, in identifying priority matters that need to be urgently addressed by the Minister and in proposing actions;
Assist in Analysing supporting documentation and summarize most relevant points for the Minister with relevant departments; follow up minister’s instructions from relevant departments.
Coordinate in arranging the minister’s appointments, meetings and receive visitors.
Coordinate the incoming and outgoing calls, emails of the minister.
Update the minister from activities that assigned to the relevant departments.
Coordinate in arrangement of DRSWG meetings within the ministry.
Cooperate with relevant departments about preparing minister’s talking points, meeting agenda and relevant information.
Maintain filing and correspondence system for the secretary office of minister.
Ensure participation of meetings members and preparation minutes of meeting as well as other necessary items for meetings.
Accompany the minister to meetings and on missions in order to prepare notes on the discussions, ensure follow-up of the decisions and update the minister about the actions of relevant departments.
Ensure that high-level official visitors are appropriately addressed and their protocol is respected.
Coordinating the annual provincial plan in cooperation with other departments.
Assist in organization and logistics of official travels of the Minister.
Need assessment of secretariat office of minister and submit the report to the minister.
Perform other related duties as required.
Qualifications
Master or Bachelor’s Degree in Development/Humanitarian Studies, Economics, Social sciences, Political Science, BBA, or any related field from a recognized institution, Masters is preferred
Minimum of 7 years of experience in the development/ field Admin and finance or in other closely related fields
