Deputy Minister Kakar met with Country Director UNHCR in Ankara
The Afghan delegation, led by Wafiullah Kakar (Deputy Minister for Refugee Affairs), exchanged with the Country Director of the United Nations High Commissioner for Refugees (UNHCR) during his visit to Turkey and discussed the Afghan refugee and migrants’ living conditions, the need to strengthen the UNHCR oversight role, as well as advocacy for better treatment and improvement of the situation of Afghan refugees and migrants.
HE Wafiullah Kakar announced that a Memorandum of Understanding between Afghanistan and Turkey on the regulation and management of migration would be signed soon. As migration management requires the involvement of governments and international organizations, it is needed that the UNHCR oversees the management process of Afghan refugees and migrants living in Turkey, in particular their voluntary return, and contributes to the improvement of their living conditions jointly with responsible governmental institutions.
The Government of Afghanistan seeks to highlight the monitoring role of international organizations involved in the field of migration in the forthcoming Memorandum of Understanding.
Deputy Minister Kakar stated that the UNHCR should monitor the situation of Afghan migrants living in Turkey and assist where possible in accordance with international conventions and the protection of the human rights of refugees.
