  1. Project Background:

 

Under the Project Partnership Agreement (PPA) UNHCR and MoRR cooperation arrangements in 2019 to provide humanitarian assistance and access to services to Afghan returnees in areas of return, conflict-induced IDPs in places of displacement, and support to refugees and asylum seekers, in line with the DiREC framework and its Action Plan as well as other relevant national policies, and the Government of Afghanistan’s international legal obligations. The project further enhances the mutual cooperation between the two entities to achieve protection outcomes and concrete results that will promote the rights of persons of concern to UNHCR and affected communities, without discrimination. 

 

  1. Purpose:

The provincial Action Plan Expert (PAP Expert) will work under the direct supervision of General Directorate of IDPs at Ministry of Refugees and Repatriation (MoRR), under the contract of UNHCR aiming to provide the comprehensive support and facilitation during developing of Provincial Action Plan (PAP) and strategic plan for MoRR in loop with the priorities for returnees and IDPs, also accordance to the DiREC, DSWG, Higher commission for Refugees that extends the service delivery and increasing socio-economic status to internal displaced people and Returnees.

 

 

  1. Objectives and Duties
  • Developing Provincial Action Plans, aiming to achieve MoRR’s long term goal for refugees and IDPs at MoRR. 
  • Conduction of regular on the job training and formal training programs to the civil servants for developing action plans and strategic plan at MoRR and Provinces.
  • Travel to the targeted provinces for developing and implementation of plan, also compile proposed returnees and IDPs support interventions of line ministries/directorates.
  • Facilitation and Cooperation during developing of MoRR’s Strategic Plan.
  • Assessment and analysis of provincial action plans based on the national policy for IDPs, refugees, A-SDG, NPP, ANPDF etc. 
  • Follow up of developed Provincial Action Plan (PAP) with relevant DoRRs and assurance about its implementation in the relevant three provinces.
  • Propose key interventions for sustainable livelihood opportunities, community development and vocational skills for the IDPs and returnees.
  • Facilitation and follow up of key decisions of DSWG and DiREC and indulge them in the provincial plans.
  • Facilitation and improvement of coordination mechanism with stakeholders along with international partners for implementation of projects at provincial level.
  • Fund raising for implementation of provincial prioritized projects.
  • Facilitation for strengthening and durable linkages with Ministry of Urban and Development and local government for the solution of shelter programs for IPDs and organizing them into the developmental plan.
  • Based on the national policy, coordination with relevant national and International stakeholders for increasing volunteer repatriation of IDPs and their permanent settlement.
  • Any other tasks assigned by relevant Directorate of MoRR


 

  1. Qualifications
  • Bachelor’s Degree in Development, Economics, civil Engineering or any related field from a recognized institution, masters preferred
  • Minimum of 5 years of experience in development and planning
  • Excellent verbal and written communication skills in national languages and good understanding of English will be preferred.
